Soil composition played a crucial role, as homes built on historically wet land faced greater toxin levels compared to those on drier terrain.

Initially, 239 families were relocated, and a safety plan was devised, including a Human Services Fund to cover some medical expenses. Yet, this was insufficient; residents demanded full evacuation.

In 1979, evidence linked the area’s toxins to severe health problems, including increases in miscarriages, stillbirths, and neurological disorders. Particularly concerning was that 56% of children born in the Love Canal neighborhood from 1974 to 1978 had birth defects, with significantly higher rates in historically wet areas.

In 1978, Love Canal gained national media attention, culminating in President Carter's declaration of a federal health emergency in October 1980. This led to the evacuation of over 833 families, with the government purchasing their homes at market value.
